Global Support Network for Victims of Terrorism : VoTAN Initiative by UN

VoTAN (The Victims of Terrorism Associations Network) is a global initiative launched in April 2025 by the United Nations Office of Counter-Terrorism. The mission is to unite and empower victims of terrorism and their associations worldwide, providing a common platform for the sharing of experiences, building resilience, and advocating for victims’ rights.

VoTAN brings together associations of victims from all walks of life to forge bonds of solidarity and collaboration. The network concentrates on significantly increasing the voices of victims whose perspectives should be considered in national and international policymaking, especially in prevention and recovery strategies. VoTAN also establishes regional meetings and training to build the capacity of victims’ organizations and support systems.

With a charter based on solidarity, inclusiveness, and respect for human rights, VoTAN advances non-discriminatory support and lobbies for inclusive laws and practices. Working alongside governments, civil society, and international organizations, the network promotes the dignity and rights of all victims regardless of nationality or background. 

VoTAN is addressing gaps in support, justice, and recognition in an endeavor to empower victims to become advocates for peace-building. This is a giant leap in ensuring that international mechanisms address the needs and voice of victims of terrorism.
